RECOMMENDATION

Recommendation

That City Council adopts a resolution (Attachment II) authorizing the City Manager to execute amendment no. 2 to the Professional Services Agreement (PSA) with First Shield Security and Patrol, Inc. (First Shield), to provide security services at various City locations and additional required security services at the Hayward Executive Airport and increase the contract maximum compensation amount by $356,000 for a total contract maximum compensation amount not-to-exceed $5,181,897.

SUMMARY

The City entered into a PSA with First Shield on April 5, 2023, for security services at Hayward City Hall, Watkins and Cinema Place Parking Garages, Heritage Plaza, Downtown Library, Weekes Branch Library, and the Hayward Executive Airport. These services protect City property, monitor access, and support a safe environment within and around these facilities.

The security costs specific to the Airport are covered entirely through Airport Enterprise funds. From 2023 to 2025, additional security services were required at the Skywest property at the Airport, which depleted the Airport’s portion of the budget allocated under the existing security services contract.  As a result, staff recommend increasing the contract amount by $356,000 for a total contract not-to-exceed amount of $5,181,897.
