SUMMARY

The City has been working to modernize the Business License Tax (BLT) structure that has remained largely unchanged since July 11, 1978. On June 2, 2026, Council took action to place Measure CC, the BLT modernization measure, on the November 3, 2026 ballot. As part of that process, staff has identified administrative provisions within the Hayward Municipal Code that require updates alongside the proposed tax structure.  Staff are proposing an ordinance (Attachment II) that addresses administrative provisions and general code cleanup, to modernize administration of the BLT.  The proposed updated administrative provisions will only take effect if Measure CC is approved by the voters. The provisions do not require voter approval since they do not affect the amount of the tax.
