RECOMMENDATION

Recommendation

 

That the City Council adopts a resolution (Attachment II) authorizing the City Manager to amend the professional service agreement with Kittelson & Associates, Inc., (Kittelson) from a maximum compensation amount not-to-exceed $1,200,000 to a maximum compensation amount not-to-exceed $1,300,000 and approving the appropriation of $400,000 in Fund 213 - Measure BB (Ped & Bike) for the High Injury Network Safety Plan, Project No. 06942.

SUMMARY

 

On January 27, 2026, City Council adopted a resolution to authorize the City Manager to execute a professional service agreement with Kittelson with a maximum compensation amount not to exceed $1,200,000 for the High Injury Network Safety Plan, Project No. 06942. The project is currently underway, with Phase 2 of the plan anticipated to be completed in November 2027. As part of Phase 2, staff have identified the need for additional traffic demand modeling for all project corridors. These additional tasks are estimated not-to-exceed $100,000. Staff are recommending an amendment to the agreement, increasing the maximum compensation amount to an amount not-to-exceed $1,300,000 to accommodate the additional modeling work. This would not affect overall funding of the High Injury Network Safety Plan, rather would allow City staff to reallocate unused funds from other parts of the project to better meet the needs of Phase 2 of the project.
