Recommendation
That the City Council adopts a resolution (Attachment II) authorizing the City Manager to execute a Professional Services Agreement (PSA) with Pavement Engineering, Inc., (PEI), to provide engineering services for the FY26 Pavement Improvement Project (PIP) No. 05347 in an amount not-to-exceed $339,020.

SUMMARY
Staff has selected a tentative list of streets (Attachment III) for the FY26 PIP No. 05347 and is seeking professional engineering services to assist with the completion of plans, specifications, and cost estimates. The scope of work includes evaluating pavement conditions, measuring field quantities, designing curb ramp upgrades and providing construction support for the FY26 PIP.
PEI possesses specialized machinery and equipment such as the pavement deflection trailer that the City lacks, which are essential to completing this work. Given the size and complexity of this project, Staff does not have the internal resources to complete the design. Therefore, to ensure timely and successful project completion, staff requires the engineering expertise and support of PEI.
A Request for Proposals (RFP) was issued on March 28, 2025, via OpenGov, the City’s online procurement portal. The City received one qualified proposal on Thursday, April 24, 2025. After a thorough review, staff recommends executing an agreement with PEI based on their demonstrated expertise in pavement design, extensive experience working with local municipalities, their responsiveness to the RFP requirements, and their cost proposal aligning with those from previous projects.
