Adopt a Resolution Authorizing the City Manager to Execute a Professional Services Agreement with CSW/Stuber-Stroeh Engineering Group, Inc., for the Main Street Complete Street Project No. 05283 and Approve the Transfer and Appropriation of Funds

 

RECOMMENDATION

 

That Council adopts the attached resolutions (Attachments II and III):

 

1.                     Approving a professional services agreement (PSA) with CSW/Stuber-Stroeh Engineering Group, Inc., (CSW/ST2) for the Main Street Complete Street Project and authorize the City Manager to execute the agreement; and

 

2.                     Authorize the transfer and appropriation of $1 million from the Paratransit Fund (Fund 214) for Safe Routes for Seniors (SR4S) Program to the Main Street Complete Street project (Main Street Project).

 

SUMMARY

 

On January 3, 2020, the City received four (4) proposals for design services to prepare final design plans, specifications, and engineer’s estimates for this project.  CSW/ST2 ranked the highest with an average score of 92/100 based on criteria established in the published Request for Proposal.  The negotiated cost proposal is for $361,719 with a not-to-exceed amount of $400,000 to cover any additional unforeseen costs.  The proposed award of this contract took longer than our typical project because there was significant business and resident interest and feedback on the design concept during our Council Infrastructure Committee (CIC) meetings held throughout 2020.  In addition, this project is federally funded and requires a Caltrans financial audit of the selected design consultant’s proposal prior to award.  The final design for Main Street Project will incorporate proposed improvements from the SR4S program at the intersections of Main Street & A Street and Main Street & C Street.  This precludes the need to construct improvements in the same area twice and improves project inefficiencies.  Staff recommends awarding a PSA to CSW/ST2 in the amount described above and the transfer and appropriation of $1 million from the SR4S program to the Main Street Project. In addition, staff will continue to engage with the community and businesses during the preparation of construction design documents via online video meetings and provide notice thru the City’s social media resources and project webpage.

 

Council Infrastructure Committee

 

At the October 28, 2020 CIC meeting, the CIC concurred with staff’s recommendation and gave direction to include a portion of the current Safe Routes 4 Seniors project into the Main Street project, as well as present the request to transfer $1 million of funds from the SR4S Program to the Main Street Project for Council approval. Additionally, direction was provided to strategically reduce the scope of the project from the original scope of D Street to McKeever Avenue to D Street to A Street, as the segment of Main Street from A Street to McKeever Avenue does not share the same Downtown characteristics as Main Street, from D Street to A Street.
