RECOMMENDATION
Recommendation
That the City Council:
1. Adopts a resolution (Attachment II) authorizing the City Manager to accept and appropriate $1,930,000 in FY2024 Community Project Funding Grant funds from the U.S Department of Housing and Urban Development to support Regis Village Improvements; and
2. Adopts a resolution (Attachment III) authorizing the City Manager to execute an Agreement with Bay Are Community Services to pass through the FY2024 Community Project Funding Grant funds for Regis Village Improvements.

SUMMARY
This month, staff is bringing two items to Council related to Bay Area Community Services (BACS) and the Hayward Navigation Center (HNC): 1) This time-sensitive item seeking Council approval to pass through federal funds to BACS for infrastructure improvements, and 2) An item on June 16 seeking Council authorizing to execute the FY 2026-27 operating agreement with BACS.
The purpose of this report is to request City Council authorization for the City Manager to accept and appropriate congressionally designated Community Project Funding and to execute an agreement with BACS to pass through these funds for HNC physical improvements to Regis Village, including rehabilitation activities necessary to support the transition of the HNC to the new site. This passthrough funding was included in the FY 2024-25 federal budget and is time sensitive. Staff will return on June 16 with the second item that will include a discussion of HNC and Regis Village operations for the coming year.
