Recommendation

That Council adopts the attached resolution (Attachment I) approving the plans and specifications for the New Sidewalks FY16 - Donald Avenue and Hayward Boulevard project, and calling for bids to be received on December 15, 2015.

BACKGROUND


Donald Avenue and Hayward Boulevard were identified as streets needing additional sidewalk in order to further the City’s goal of providing safe and continuous pedestrian access.  The new sidewalks on Donald Avenue will be in the vicinity of the Harder Elementary School and the new sidewalks on Hayward Boulevard will be in the vicinity of Stonebrae Elementary School, Highland School, and California State University.  In addition, the City has received requests from the neighborhood residents for sidewalk improvements in these locations.  A location map that depicts the limits of work is attached (see Attachment II).


DISCUSSION

 

This project will construct new curb, gutter, sidewalk and driveway approaches along approximately 1,100 feet of Donald Avenue from Harder Road to Culp Avenue, which will fill in the missing portions of curb, gutter and sidewalk. It will also replace existing temporary asphalt concrete curb and sidewalks.  Existing curb ramps that don’t meet the current requirements of the Americans with Disabilities Act (ADA) will be removed and replaced to comply with current ADA requirements. 

 

Additionally, new sidewalk will be constructed behind the existing concrete curb and gutter along approximately 2,400 feet of Hayward Boulevard from Spencer Lane to Farm Hill Drive.

Existing curb ramps will be retrofitted in order to comply with the latest ADA requirements. Existing curb ramps that don’t satisfy the current ADA requirements and can’t be retrofitted, will be removed and replaced to comply with current requirements. The proposed improvements on Hayward Boulevard and Donald Avenue will add 0.65 miles of new sidewalk to the City’s inventory, which totals 460 miles.

 

The project is categorically exempt under Sections 15301 (b) and (c) of the California Environmental Quality Act Guidelines for the operation, repair, maintenance, or minor alteration of existing facilities.

 

COMPLETE STREETS

 

This project considers all users of the public right-of-way. The existing accommodations such as sidewalk and street lighting will be maintained.  This project will construct new curb ramps, bring existing ramps into compliance with ADA requirements, and restripe existing crosswalks.  These measures are consistent with the City’s adopted Complete Streets Policy, where consideration is to be given to all users of the street, in addition to vehicular traffic.

 

FISCAL IMPACT

 

The estimated project cost is as follows:

 

 

The Adopted FY 2016 Capital Improvement Program includes $1,200,000 in the Measure B (Pedestrian and Bicycle) Fund for the New Sidewalks FY16 - Donald Avenue and Hayward Boulevard project. 

 

PUBLIC CONTACT

 

Staff has sent letters to all of the affected property owners.  The project required right-of-way acquisition from eleven property owners in order to have full street width. In addition, right-of-entry permits are needed from all property owners adjacent to the project in order to grant the City’s contractor permission to enter the property and install driveway conforms.  Staff expects to complete right-of-way acquisition, and receive all necessary right-of-entry authorizations prior to the start of construction.

 

After the project is awarded, staff will send notification letters to all affected residents regarding the project schedule.
