RECOMMENDATION
Recommendation
That the Planning Commission approve the proposed Major Site Plan Review and Administrative Use Permit application to allow a three-story data center and related generator yard, substation, switching yard, accessory structures and site improvements based on the analysis set forth in this report and the required Findings (Attachment II) and subject to the Conditions of Approval (Attachment III); and review and certify the project’s Initial Study/Mitigated Negative Declaration (Attachment XII) prepared by the California Energy Commission as the Lead Agency, pursuant to the California Environmental Quality Act.

SUMMARY
The applicant, STACK Infrastructure is seeking approval of a Major Site Plan Review and Administrative Use Permit application to construct a data center campus on an 11-acre site on Eden Landing Road. The proposed development includes the demolition of nine single story industrial and office buildings totaling approximately 165,000 square feet and the construction of a three-story 310,000 square foot data center building, two single story accessory buildings totaling 1,700 square feet, 28 diesel powered emergency generators, an on-site substation and switching yard, and related site improvements.
As the site exceeds 10 acres, Major Site Plan Review is required. Due to the large amount of diesel that will be stored onsite for the emergency generators, an Administrative Use Permit is also required. In addition, the applicant is requesting a height of 100 feet for the primary data center building. While this proposed height exceeds the maximum allowable height of 75 feet in the Industrial Park (IP) zoning district, the Zoning Ordinance allows the approving authority to permit greater heights when it is found that the increase is necessary to provide a more beneficial site layout or if it will result in public amenities that could not otherwise be achieved under current zoning standards. The applicant is also requesting a reduction in the amount of required parking due to the low staffing needs of a data center use.
The project features attractive industrial architecture; artistic screening of the project’s generators, substation, and switching yard; and several sustainability measures, including the use of renewable diesel, opting in to 100 percent renewable electricity and water efficient methods of cooling. The applicant will also provide a number of public benefits in the form of $1.5 million dollars in financial contributions to support various City and regional initiatives aimed at sustainability, education, wayfinding, and the small business community.
