RECOMMENDATION

 

That Council adopts the attached resolution:

 

1.                     Approving Addendum No. 1, which makes minor revisions to the plans and specifications;

2.                     Appropriating an additional $522,000 for this project from the Sewer Collection System Replacement Fund; and

3.                     Awarding the contract to JMB Construction Inc., in the amount of $2,321,523

 

SUMMARY

 

The City performs routine inspection and maintenance on the Sewer Collection System and identifies defective laterals, sewer mains, and manholes in need of replacement or repair.  Replacing or repairing sewer mains will reduce potential for the sewer system overflows and eliminate groundwater intrusion into the collection system.  The sewers in need of replacement or repairs are typically included in the City’s annual construction project.  On July 7, 2015, Council approved plans and specifications for the 2015 Sanitary Sewer System Repair at Various Locations Project, and called for bids to be received on August 11, 2015.  Nine bids were received ranging from $2,321,523 to $3,637,133.  The low bid was submitted by JMB Construction Inc., of South San Francisco.  This report summarizes the City’s bidding process for the project and recommendation for contract award. 

 

BACKGROUND

 

The Utilities & Environmental Services Department has an ongoing program to monitor and inspect the condition of the City’s approximately 330 miles of sanitary sewer mains. The inspection is performed by placing a camera, which is mounted on tracks, inside a sewer pipe, which has been cleaned first, and remotely guiding it through the length of the pipe. As the camera moves forward, it transmits video to a TV monitor which enables the staff to inspect the pipe in real time. The video recording of the inspection is stored on a computer, and can be retrieved and viewed at a later time. Locations selected for repair are based on staff analysis of these video inspections.

 

 

 

 

DISCUSSION

 

The existing sanitary sewer mains along National Avenue, American Avenue, Sabre Street, Depot Road, Garin Avenue, Chestnut Street, Fifth Street, Watkins Street, Willis Avenue, Alice Street, D Street, Pardee Court, Saklan Road, and Whitman Easement Area are eight-inch and twelve-inch  mains with an average age of over seventy years.  The City’s recent TV inspection of these aging mains revealed that they suffer from deterioration and many cracks were found on the mains.  The structural integrity of the pipe and junction structures have become a concern and the remaining service life may be short. This project will replace the aforementioned sewer mains with new mains.

 

For better project administration and cost saving, staff has combined three existing sewer repair and replacement projects in the City’s approved Capital Improvement Program (Annual Sewer Line Replacement FY14, Sewer Spot Repairs at Various Easement Areas, and Sanitary Sewer Systems at Various Locations). This combined project will include replacing approximately 11,000 feet of eight-inch and twelve-inch sewer pipes, constructing manholes and reconnecting all service lines at various locations. The completed repair will improve the hydraulic capacity and reliability of the sewer system.

 

Addendum No.1, containing clarifications to the plans and specifications, was issued primarily to respond to potential bidder’s questions raised during the advertisement period.

 

On July 7, 2015, Council approved plans and specifications for the 2015 Sanitary Sewer System Repair at Various Locations Project, and called for bids to be received on August 11, 2015.  Nine bids were received ranging from $2,321,523 to $3,637,133.  The low bid, submitted by JMB Construction Inc., of South San Francisco, is 12.4% below the engineer’s estimate of $2,650,000.

 

Staff has checked references of JMB Construction Inc., for work performed and found no significant complaints.  Staff also checked with the Contractor’s State License Board and found that the contractor has an active license on file.

 

ENVIRONMENTAL REVIEW

 

This Sanitary Sewer System Repair Project is categorically exempt from environmental review under the California Environmental Quality Act (CEQA) Section 15301, Existing Facilities, because the project consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination.

 

ECONOMIC IMPACT

 

There is no measurable economic impact on the Hayward community as a result of this Sanitary Sewer System Repair Project.  However, the construction project will generate economic activity in the community and will create additional jobs in the Bay Area. In addition, up-to-date and well-maintained infrastructure is an asset in the overall economic development efforts of the City.

The Adopted FY 2016 Sewer Collection System Replacement Fund includes $2,500,000 for the combined three projects.  This amount was a pre-design staff estimate.  As mentioned in a previous Council Report, an additional appropriation of $522,000 is needed to complete the project.  As referenced in Attachment II, staff recommends Council approve the resolution appropriating $522,000 from the Sewer Collection System Replacement Fund to complete the project.  The Sewer Collection System Replacement Fund contains adequate funds to accommodate this additional appropriation.

Notices will be provided to affected residents, property owners and business owners to inform them of the nature and purpose of the work, potential impacts, and a City contact for additional information.  A second notice will be provided when the contractor’s work schedule is defined and specific dates for street closures can be established.
