Recommendation

 

That the City Council adopts a resolution (Attachment II) authorizing the City Manager to execute Amendment No. 1 to the agreement with Western Systems, Inc., (Western Systems) to increase the agreement by $400,000, for a total not-to-exceed amount of $550,000 for the Battery Backup Program.

SUMMARY

 

The purpose of the Battery Backup Program is to replace worn-out battery backup system (BBS) and other signal equipment at signalized intersections in the City. On March 14, 2025, the City executed an agreement with Western Systems and Econolite Control Products, Inc., (Econolite) in an amount not-to-exceed $150,000 and $400,000, respectively, to supply and support the installation of BBS, controller, and cabinets. The initial planned purchase of BBS included Alpha BBS from Econolite, which is a regular BBS with 4 hours of operation, and much more expensive Hymax BBS from Western Systems, which uses a hydrogen fuel cell for extended operations of 5 days at a minimum.

 

However, on March 24th, 2025, Econolite notified the City that they could no longer supply the Alpha BBS as Western Systems has been designated as an exclusive preferred distributor for Alpha BBS by Alpha Technologies Ltd. Therefore, to purchase additional Alpha BBS from Western Systems, Staff recommends that the Council adopt a resolution authorizing the City Manager to transfer encumbrance from the agreement with Econolite to the agreement with Western Systems and execute Amendment No.1 to the agreement increasing the amount by $400,000 for a total not-to-exceed of $550,000 for the Battery Backup Program to upgrade or install specified equipment at more signalized intersections to better prepare traffic signals for potential power outages.
