Recommendation
That the Board approves the attached resolution directing the Executive Directors to negotiate and execute contracts in an amount not to exceed $81,500 to facilitate the completion of five murals within the JPA boundaries.

BACKGROUND
At the October 21 and December 14, 2015 JPA Board meetings, the Board received two presentations on potential beautification improvement opportunities within the JPA boundaries. Specifically, the Board recommended moving forward with the completion of mural projects for the BART Tennyson Underpass, Tennyson Soundwall, and three utility boxes (located at 12th/Tennyson, Cole/Pacific and Tennyson, and Dixon/BART Street.
The City of Hayward will handle the management of these projects through its Mural Arts Program.
Last December, City staff spent three hours at the South Hayward Station surveying BART rides on what improvements they would like to see at the station. The 67 survey respondents identified public murals and art as one of their top three improvements they would like to see.
DISCUSSION
Per Board feedback, the staff is to facilitate the completion of five mural projects which include three utility boxes, the BART-Tennyson Underpass, and the Tennyson Soundwall. These murals will enhance pedestrian access by reducing graffiti and improving aesthetics by creating a physically inviting environment that will make BART users and the surrounding neighborhoods feel safer. Additionally, the murals themselves serve as a very effective graffiti deterrent and have proven to help lower or eliminate the graffiti abatement costs for these locations.
FISCAL IMPACT
The approved FY2016 budget currently provides $81,500 for the completion of murals within the JPA boundaries. $50,000 of this allocation will fund the completion of the BART underpass, $30,000 will fund the Tennyson Soundwall, and $1,500 will fund the completion of the three utility boxes.
PUBLIC CONTACT
On March 17, 2016 the public was invited to view and vote on the art submissions from the January all call for submissions. The results of this vote will be presented at this Board meeting.
NEXT STEPS
The Executive Directors will execute agreements with the relevant artists to complete the work. All murals should be completed by the end of this calendar year.
