RECOMMENDATION

Recommendation

 

That the City Council adopts the attached resolution (Attachment II) authorizing the City Manager to negotiate and execute Amendment No. 2 to the Professional Services Agreement (PSA) with Tartaglia Engineering (Tartaglia) for construction management services for the Hayward Executive Airport - Taxiway A1 and Taxiway Z West Reconstruction Project (Project), to increase the contract amount by $1,203,300, for a total not-to-exceed maximum compensation amount of $1,850,300. This amendment also includes additional design services related to C.3 stormwater treatment compliance. Funding in the amount of $110,000 will be appropriated from Project 06864 (Taxiway Zulu West Pavement Rehabilitation Construction).

SUMMARY

 

The Hayward Executive Airport (Airport) uses both in-house engineering staff and outside consultants to assist with the design and construction management of capital projects. The Airport uses outside consultants due to their engineering expertise and knowledge of Federal Aviation Administration (FAA) regulations and standards.

 

The Project includes the rehabilitation of Taxiway Zulu between Taxiway Delta and Taxiway Foxtrot, the rehabilitation of Taxiway Alpha 1, and a realignment of Taxiway Zulu at Taxiway Delta.  A request for qualifications (RFQ) was prepared and released in accordance with the City’s procurement policy and FAA guidelines for construction management services for the Project. Three Statements of Qualifications were received. After reviewing and considering the merits of each Statement of Qualifications, the review panel selected Tartaglia as the most qualified firm for the construction management services.

 

The total cost for construction management services is estimated at $1,092,300. The funding for this contract is included as part of the adopted FY 2026 Capital Improvement Program (CIP) under Project 06864 (Taxiway Zulu West Pavement Rehabilitation Construction), with 95% of the cost for the services for the Project to be reimbursed by the FAA. The Project also received a State of California Division of Aeronautics grant in the amount of $200,000.

 

In addition, the Project is subject to C.3 stormwater treatment requirements. Based on coordination with regulatory agencies and evaluation of site constraints within the active airport environment, the City is pursuing alternative compliance measures. Additional design services are required to support this effort, including coordination, documentation, and preparation of supporting materials for approval. These services will be performed by Tartaglia as part of this amendment.

 

The total cost for construction management services and additional design services associated with C.3 stormwater compliance will not exceed $1,192,300. To fully encumber the total cost of the requested contract increase amount of $1,192,300 will be appropriated from Project 06864.
