That City Council attend the Elected Officials Emergency Operations Center (EOC) Presentation/Training on April 28, 2026, to improve its understanding of Hayward’s emergency management procedures during a major disaster response and EOC Activation.

SUMMARY
The City of Hayward faces several major hazards, such as earthquakes, wildfires, and flooding, that threaten critical infrastructure and could severely hinder the City’s disaster response capabilities without proper preparation. To address this risk, the Fire Department’s Emergency Management Team has introduced a series of EOC Section trainings for the major sections of the EOC: Operations, Planning, Logistics, Finance, and Management. These trainings are in preparation for the Fire Department’s Golden Eagle Functional Exercise on May 12, 2026, which will simulate a major emergency and a full EOC activation.
In advance of this exercise, the Fire Department believes that an additional training/presentation for City Council would be beneficial in strengthening Council’s understanding of Hayward’s emergency management system and their role during emergency operations.
In addition, Alameda County is preparing an emergency management handbook for elected officials that will provide general guidance to elected officials on how to act during an emergency. This training/presentation builds on that material and is tailored to the specific structure and procedures of Hayward’s emergency management system. Following the training, each City Council member will receive a copy of the handbook, modified as needed for the City of Hayward once the County completes the final draft.
