 That the City Council adopts the attached resolution, authorizing the submittal of applications to the State of California Resources Recycling and Recovery Payment Programs and related actions.

BACKGROUND AND DISCUSSION

 

The California Department of Resources Recycling and Recovery (CalRecycle) administers two payment programs to eligible cities and counties. The payment programs are distributed based on population to jurisdictions that submit funding requests.

 

1.                     Beverage Container Recycling Payment Program: $10,500,000 annually with the goal of reaching and maintaining an 80% recycling rate for all California refund value beverage containers--aluminum, glass, plastic and bi-metal.

 

2.                     Used Oil Payment Program: A maximum of $11,000,000 annually for local governments to implement used oil collection/recycling programs and conduct public outreach.

 

Used Oil Payment Program

In 2010, the Used Oil Payment Program required a resolution from Council that authorizes the submittal of the annual application. The Hayward City Council passed Resolution 10-068, which the City submits with its annual Used Oil application. For FY 2015-16, Hayward received $42,051. In the past few years this money was spent on the following activities:

                     Printing and mailing a multi-lingual brochure to single-family homes promoting curbside collection of used motor oil and filters

                     Participation in a countywide media campaign that is coordinated by the Alameda County Waste Management Authority

                     City staff time to manage the program

 

CalRecycle Funding for Beverage Container Recycling

Hayward submits an annual funding request for the Beverage Container Recycling Payment Program in the late spring. For FY 2014-15, Hayward received $38,689. Over the past five years, this money has been used for several activities, including:

                     City staff time to provide technical assistance to multifamily properties and businesses to implement recycling programs

                     Purchase of outdoor trash and recycling containers for Hayward parks maintained by the Hayward Area Recreation and Park District

                     Materials for the annual Citywide cleanup in May, including gloves and grabbers

 

This is the first year that CalRecycle is requiring a resolution from Council for the Beverage Container Recycling Payment Program. CalRecycle is recommending that jurisdictions adopt a resolution that can be used for both of the above payment programs as well as any future payment programs. Staff recommends that the Council adopts the attached resolution, which is not specific to just Beverage Container Recycling.

 

Competitive Grants

In addition to the Beverage Container Recycling Payment Program, CalRecycle provides $1,500,000 annually in competitive grant money to address specific recycling challenges. Council passed resolution 00-062 in 2000, which authorizes the City to apply for CalRecycle competitive grants. This grant money is available to nonprofits and schools as well as cities and counties. Staff is in the process of reviewing past successful grant applications to identify potential grant-funded projects for Hayward to pursue. The next round of applications is due July 7, 2016. 

 

FISCAL IMPACT

 

The City receives approximately $40,000 for the Used Oil Payment Program and $40,000 for the Beverage Container Recycling program annually from CalRecycle. These funds allow the City to implement programs to help protect the environment without impacting the City’s General Fund.

 

SUSTAINABILITY FEATURES

 

Solid Waste:  Waste reduction and diversion.

 

The funding from both the Used Oil and the Beverage Container Recycling Payment Programs will be used to minimize materials that might otherwise be sent to a landfill. 

 

Purchasing:  Consistent with the City’s Environmentally Preferred Purchasing Policy.

 

Any products purchased with this funding will be consistent with the City’s Environmentally Preferred Purchasing Policy.

 

 

 

 

 

NEXT STEPS

 

If Council approves this request, staff will provide the resolution to CalRecycle by the June 1, 2016 deadline. The City’s funding request for the FY 2015-16 Beverage Container Recycling Payment Program will be submitted by the same deadline. Staff will submit the funding request for the FY 2016-17 Used Oil Program by the August 15, 2016 deadline.
