RECOMMENDATION
Recommendation
That the City Council adopt the Resolution (Attachment II) approving Amendments to the Land Use Element of the Hayward 2040 General Plan to implement adopted Programs within the Hayward Downtown Specific Plan (Attachment III & Attachment IV); and, certifying Findings that the project is fully consistent with the Downtown Specific Plan Environmental Impact Report (EIR) pursuant to the California Environmental Quality Act (CEQA).

SUMMARY
On April 30, 2019, the Hayward City Council adopted the Hayward Downtown Specific Plan (Specific Plan) which included programs to achieve the community’s vision of a resilient, safe, attractive, and vibrant Downtown. The proposed Amendments would implement two programs within the Specific Plan by 1) establishing a density range of 34.8 to 210 dwelling unit per net acre for the City Center-Retail Office Commercial (CC-ROC) and City Center - High Density Residential (CC-HDR) and 2) remapping a total of 130 parcels from Commercial/High Density Residential, Medium Density Residential, Parks and Recreation (between Mission Boulevard and A Street); and Sustainable Mixed Use to the City Center - Retail and Office Commercial (CC-ROC) General Plan land use designation to be consistent with the existing zoning and fully implement the Specific Plan vision.
In addition to implementing the Downtown Specific Plan, the proposed Amendments are consistent with the Hayward 2040 General Plan, the Hayward 2023-2031 Housing Element, and the City’s Transit-Orientated Community Policy. Furthermore, these Amendments will enhance the City’s competitiveness for State and Regional grant funding opportunities and support BART’s planned Transit Oriented Development at the Downtown Hayward BART Station.
