RECOMMENDATION

Recommendation

 

That City Council adopts the attached resolutions authorizing the City to apply for grants to the Alameda County Transportation Commission (Alameda CTC) Comprehensive Investment Plan and authorizing the City Manager to execute funding agreements with Alameda CTC for:

1.                     The Safe Streets Hayward - Tennyson Corridor Project (Attachment II)

2.                     The A Street Corridor Signal Interconnect and Advanced Traffic Management System Project (Attachment III)

3.                     The Safe Routes to School Implementation Project (Attachment IV)

SUMMARY

 

The Alameda CTC maintains programming and allocation authority for federal, state, regional, and local transportation funding programs. Since 2016, Alameda CTC has consolidated the programming and allocation of the funding sources under its purview into a single document called the Comprehensive Investment Plan (CIP). Every two years, Alameda CTC opens a call for projects for discretionary grants under the CIP, including Measures B and BB, Vehicle Registration Fee (VRF), and Transportation Fund for Clean Air (TFCA), I-580 Toll Revenues, and the federal One Bay Area Grant Program Cycle 4 (OBAG 4) to improve the county’s multimodal transportation system. This program is typically open to applications every two years. The City is proposing to submit applications for three projects: the Safe Streets Hayward - Tennyson Corridor Project, the Safe Routes to School Implementation Project, and the A Street Corridor Signal Interconnect & Advanced Traffic Management System.
