RECOMMENDATION

That Council adopts the attached resolution (Attachment I):

 

1)                     Increasing the Administrative Change Order amount by $203,000, from $60,000 to $263,000; and

 

2)                     Awarding the construction contract to Teichert Construction in the amount of $623,063 for the Hayward Executive Airport - Southside New Access Road project.

BACKGROUND

 

On July 7, 2015, Council approved the plans and specifications for the Hayward Executive Airport - Southside New Access Road project and called for bids to be received on August 4, 2015.  The project will provide access to Meridian Aviation’s new facilities, as well as potential future developments on the southside of the Airport.

DISCUSSION

 

This project will construct a forty-foot wide public access roadway approximately 500 feet in length from West Winton Avenue to the limit of Meridian’s lease boundary.  The new roadway will consist of two vehicular travel lanes with a bike lane, curb and gutter on both sides.   A four-foot wide concrete sidewalk will be constructed on the east side of the roadway.  The project will also install new LED street lights, curb ramps, and new storm drain facilities.  The portion of the road inside the Meridian leasehold will be constructed and paid for by Meridian.  Meridian will also be responsible for the installation of water, sanitary sewer, utilities, and joint trench for gas, electric, and telecommunications that will serve their leasehold. All utility installations will be completed prior to the completion of the City’s roadway construction. 

 

On August 4, 2015, seven bids were received.  Teichert Construction of Pleasanton submitted the low bid of $360,063, which is 31% below the Engineer’s Estimate of $520,000.  McGuire & Hester of Oakland submitted the second low bid of $389,178.50, which is 25% below the Engineer’s Estimate.  The bids ranged from $360,063 to $568,371.

 

The low bid from Teichert provides an opportunity to repair and widen the existing Airport perimeter access road that otherwise would not be included as part of the project, due to limited funds.  See Attachment II for location of work.  With development on the southside of the Airport, the perimeter access road will be heavily used by fuel trucks and construction equipment.  The existing road is too narrow for this traffic and the pavement section will not support these heavy loads.  The scope of work for the perimeter access road includes widening the road from 13 feet to 20 feet, overlaying the existing pavement with 3-inch of asphalt concrete, and constructing two 15 feet by 25 feet vehicle turnout areas. These turnouts will provide safe areas for vehicles to wait for oncoming traffic to clear the roadway.  Therefore, staff recommends increasing the Administrative Change Order allowance from $60,000 to $263,000 to cover the additional work. 

 

All bid documents and licenses are in order.  Staff recommends award of the construction contract to the qualified low bidder, Teichert Construction, in the amount of $623,063.

 

The project is categorically exempt under Sections 15301 (b) and (c) of the California Environmental Quality Act Guidelines for the operation, repair, maintenance, or minor alteration of existing facilities. 

 

COMPLETE STREETS

 

This project considers all users of the public right-of-way in addition to motorists.  This project will construct new sidewalk, bike lane, curb ramps, and street lights.  These measures are consistent with the City’s recently adopted Complete Streets Policy, where consideration is to be given to all users of the street, in addition to vehicular traffic.

 

PUBLIC CONTACT

 

Because of the temporary inconvenience that is expected to be caused by the construction work, staff will post and distribute preliminary notices explaining the project to existing tenants and coordinate alternate routes as necessary to minimize disruptions.

The Adopted FY 2016 Capital Improvement Program includes $800,000 in the Airport Capital Fund for the Hayward Executive Airport - Southside New Access Road project.
