DATE: December 8, 2020
TO: Mayor and City Council
FROM: Deputy City Manager
SUBJECT
Adopt a Resolution Authorizing the Extension of the Council Homelessness-Housing Task Force for an Additional Two-Year Period Through March 2023
RECOMMENDATION
That Council adopts a resolution (Attachment II) authorizing the extension of the Council Homelessness-Housing Task Force (HHTF) for an additional two-year period through March 2023.
SUMMARY
On January 29, 2019, the City Council authorized the formation of the HHTF for a recommended two-year period starting March 2019 and ending March 2021 to help facilitate a more in-depth evaluation of options to address the current homelessness-housing crisis. The novel coronavirus (COVID-19) pandemic has exacerbated the affordable housing crisis and heightened housing insecurity for communities of color that have been disproportionately impacted by the pandemic, especially in Hayward. As the situation continues to evolve, the full effects of this pandemic and the impact on housing and homelessness remains to be seen and there is a continuing need for the HHTF. Staff recommends extending the HHTF for a two-year period and re-evaluating again at the end of that time to see if the HHTF is needed for longer.
