Recommendation
That the City Council adopts a Resolution (Attachment II) amending the Unrepresented Employees Salary and Benefits Resolution for non-executive employees to include a furlough obligation for fiscal year 2025-2026.

SUMMARY
The City of Hayward is facing a budget deficit and is taking measures to reduce costs to rebuild the target reserve. As a result, the City has taken a number of cost-saving measures to limit the impact this has on its employees and residents, such as reducing expenditures, holding and freezing vacant positions, and seeking concessions from its organized employee groups.
If approved, the proposed Salary and Benefits Resolution as amended would result in a General Fund savings of approximately $343,730. The savings will be achieved through Unrepresented non-executive employees meeting a seventy-two and eight-tenths (72.8) hour unpaid furlough obligation in fiscal year 2025-26, the approximate equivalent of three and one-half percent (3.5%) in annual salary costs and adding the Police Chief classification to the mandatory executive furlough obligation previously approved on October 28, 2025.
