Recommendation
That the Council adopts a resolution (Attachment II) authorizing the City Manager to accept and appropriate $500,000 from the Alameda County Transportation Commission (Alameda CTC) to execute a funding agreement for design and construction of the D Street Traffic Calming Project, Project 05225.

SUMMARY
In Summer 2024, Alameda CTC issued a call for projects under its 2026 Comprehensive Investment Plan that offers approximately $100 million in discretionary local transportation funding from various federal, state, regional, and countywide funding sources.
This funding supports capital projects and programs that enhance Alameda County's multimodal transportation system. In October 2024, staff applied for the 2026-2030 funding cycle for the D Street Traffic Calming Project to improve safety along D Street from 2nd Street to the city limits. In May 2025, the City was awarded the requested amount of $500,000 for the design and construction of the project.
This project addresses longstanding community concerns around speeding, pedestrian safety, and livability near Faith Ringgold Elementary School. Staff is requesting Council authorization to appropriate the awarded funds to support the design and construction of safety improvements along D Street. These improvements will enhance mobility for cyclists and pedestrians, close network gaps, and improve safety along the City's High Injury Network.
