That City Council adopt a resolution (Attachment II) amending resolution 24-149 to authorize the City Manager to negotiate and execute a professional services agreement with the Presbytery of San Francisco to act as the fiscal sponsor and agent for First Presbyterian Church of Hayward to operate the year-round shelter at South Hayward Parish for Fiscal Year 2024-2025 for a not-to-exceed amount of $447,621.

SUMMARY

On June 25, 2024, City Council adopted a resolution authorizing the City Manager to negotiate and execute a professional services agreement with First Presbyterian Church of Hayward (FPCH) to operate the year-round shelter at South Hayward Parish (SHP) for Fiscal Year 2024-2025 for $447,621. The City Manager has not executed this contract as the agency does not currently meet one of the minimum contract standards established in the Community Services Division's Community Agency Funding Process. Agencies are required to present a recent fiscal audit for all services agreements above $20,000. While FPCH is currently in the process of obtaining a fiscal audit, the agency will not be able to obtain it before the end of the fiscal year.
