Recommendation
That Council adopts the attached resolution (Attachment I) approving the plans and specifications for the New Sidewalks FY16 - Donald Avenue and Hayward Boulevard project, and calling for bids to be received on December 15, 2015.

BACKGROUND

Donald Avenue and Hayward Boulevard were identified as streets needing additional sidewalk in order to further the City's goal of providing safe and continuous pedestrian access. The new sidewalks on Donald Avenue will be in the vicinity of the Harder Elementary School and the new sidewalks on Hayward Boulevard will be in the vicinity of Stonebrae Elementary School, Highland School, and California State University. In addition, the City has received requests from the neighborhood residents for sidewalk improvements in these locations. A location map that depicts the limits of work is attached (see Attachment II).

DISCUSSION

This project will construct new curb, gutter, sidewalk and driveway approaches along approximately 1,100 feet of Donald Avenue from Harder Road to Culp Avenue, which will fill in the missing portions of curb, gutter and sidewalk. It will also replace existing temporary asphalt concrete curb and sidewalks. Existing curb ramps that don't meet the current requirements of the Americans with Disabilities Act (ADA) will be removed and replaced to comply with current ADA requirements.

Additionally, new sidewalk will be constructed behind the existing concrete curb and gutter along approximately 2,400 feet of Hayward Boulevard from Spencer Lane to Farm Hill Drive.
