Recommendation
That City Council adopts the attached resolution (Attachment II) approving the plans and specifications, and calling for bids to be received on October 14, 2026, for the construction of the South Hayward Safe Routes for Seniors Project.

SUMMARY
The South Hayward Safe Routes for Seniors Project includes sidewalk and crossing improvements at several locations in South Hayward. This project expands on the City’s earlier Safe Routes for Seniors improvements in Downtown Hayward by extending the program to senior-serving locations in South Hayward. The current project will improve intersections at West Tennyson Road and Oliver Drive and three locations around Weekes Park:
• Patrick Avenue and Roosevelt Avenue
• Patrick Avenue and Gomer Street/Tampa Avenue
• Midblock crosswalk at 27350 Tampa Avenue
Major improvements consist of sidewalk bulb-outs, median refuge islands, rectangular rapid flashing beacons (RRFBs), and a pedestrian signal that opens a closed crosswalk.
The plans and specifications are completed, and staff seeks City Council approval of the plans and specifications and call for bids to be received on October 14, 2026.
