SUMMARY

As part of a broader program of investing in Downtown Hayward, the City is embarking on a pilot project to enhance the traffic safety and vitality of Mission Boulevard. The City plans to convert one lane of Mission Boulevard, between A Street and D Street, from a travel lane into a parking lane. At intersections, the lane will include painted bulb-outs to improve visibility between pedestrians and motorists.

On February 5, 2025, a call for bids was released and advertised until the bid opening date of March 5, 2025. The project received two (2) bids. Staff recommends that Council award the contract to the responsible low bidder, Chrisp Company, for $102,602 and approve $25,000 in administrative construction contingency. Design Build, Inc., submitted the second lowest bid in the amount of $155.231. The engineer’s estimate for the project (not including contingency) was $73,533.
