RECOMMENDATION

Recommendation

 

That the Planning Commission approve the Conditional Use Permit (CUP) to allow the sale of beer at the existing billiards hall based on the analysis set forth in this staff report and the required findings contained in Attachment II, and subject to the conditions contained in Attachment III.

SUMMARY

 

The applicant is requesting approval of a CUP to allow the sale of beer at an existing billiards hall located at 895 B Street in the Downtown-Main Street (DT-MS) Zoning District. The establishment has operated since June 30, 2023, while only offering soft drinks and pre-packaged foods and snacks for sale to patrons. Indoor recreational facilities such as billiards halls are a permitted use in the DT-MS Zoning District. However, sales of beer would result in the existing billiards hall being reclassified as a bar, and bars require approval of a CUP to operate in the DT-MS Zoning District.
