RECOMMENDATION
Recommendation
That Council adopts a resolution (Attachment II) to 1) authorize the City Manager to appropriate Measure C funds for a conceptual facility and site design plan for the proposed new Public Safety Center (PSC) at the former California Air National Guard (CANG) site located at West Winton Avenue and Tuskegee Airmen Drive in a total not-to-exceed amount of $500,000; and 2) authorize and approve an additional appropriation of $500,000 from the Measure C fund.

SUMMARY
The existing Hayward Police station no longer meets the space, operational, staffing and security requirements for the HPD. The former California Air National Guard site located at West Winton Avenue and Tuskegee Airmen Drive has been identified as a possible site for a new Public Safety Center. Based on previous preliminary investigations, the site can potentially meet all of the requirements to accommodate a modern public safety center.
Staff is requesting Council authorize the City Manager to appropriate Measure C fund for a conceptual facility and site design plan for the proposed new Public Safety Center at the former California National Guard site.
Should Council approve this request, a Request for Proposals (RFP) will be issued to qualified firms for the conceptual facility and site design plan for the new PSC.
