RECOMMENDATION
Recommendation

That Council adopts a resolution (Attachment II) authorizing the City Manager to
amend the Professional Services Agreement with Kimley-Horn and Associates, Inc., (Kimley-Horn) for on-call airport planning and environmental services, increasing the total not-to-exceed amount from $700,000 to $880,000; and appropriating additional funds from the Airport Capital Fund in the Amount of $180,000 for the requested services as follows: Project 06851 ($100,000) and Project 06806 ($40,000 in FY25 and $40,000 in FY26).

SUMMARY

The City entered into a Professional Service Agreement (PSA) with Kimley-Horn on
June 27, 2022 to assist with planning and environmental services for Airport-related capital projects. The use of on-call consultants at the Airport is consistent with past practice due to their expertise and knowledge of Federal Aviation Administration (FAA) regulations and standards, and for other reasons. Due to requested revisions to forecasts contained in the draft Airport Layout Plan (ALP), assistance with the preparation of federal grants, as well as other forthcoming Airport-related projects, staff requested and Council approved an extension to the agreement on May 21, 20241 which extended the agreement termination date to June 30, 2026. Staff is now requesting additional appropriations totaling $180,000 to continue with tasks related to both the on-call and ALP Update.
