SUMMARY

As required by the Municipal Code, the FY 2025 Salary Plan has been updated to reflect salary adjustments to the classifications in the City’s classified service pursuant to the negotiated terms of the Memorandum of Understanding (“MOU”) between the City of Hayward and the International Association of Firefighters (Local 1909) and Hayward Fire Officers Association (HFOA). The Salary Plan and Classification Plan have also been updated to reflect salary adjustments and corrections to seventeen (17) classifications as well as the addition of two (2) new classifications.

On December 12, 2024, the Personnel Commission held a public hearing in which they pulled the revised FY 2025 Salary Plan from the consent calendar for further discussion. After the Personnel Commission considered public and Commissioner comments regarding the financial state of the City and use of reserve funds, a motion to approve was not made to recommend Council consider the adoption of the FY 2025 Salary Plan for the classifications in the City’s classified service.
