That the City Council adopts a resolution (Attachment II) authorizing the City Manager to execute a Professional Services Agreement with Alta Planning and Design with a maximum compensation amount not-to-exceed $360,000 for the Bicycle and Pedestrian Plan Update (CIP Project 05352).

SUMMARY
Staff released the Request for Proposals (RFP) on May 5, 2026, seeking qualified consultant teams to complete the Bicycle and Pedestrian Plan (BPP) Update. The BPP Update will provide a comprehensive assessment of existing bicycle and pedestrian conditions, identify needs, recommend improvements, and guide future investments supporting safety, mobility, and multimodal travel throughout the City. On May 27, 2026, staff received four proposals, and after review, Alta Planning and Design was selected as the recommended consultant.
