Recommendation
That the Council receive updates from Capitol Advocacy Partners and Townsend Public Affairs regarding federal and state legislative advocacy efforts, including relevant to the City’s policy and operational priorities for the 2025-26 Legislative Session.

SUMMARY
These presentations provide the City Council with a consolidated overview of key federal and state legislative and budget developments affecting the City during the 2025-26 Legislative Session, with particular emphasis on actions and events occurring in fall and winter 2025. The updates summarize advocacy activities undertaken on the City’s behalf, major policy and fiscal changes with implications for local operations and planning, and emerging funding opportunities and risks. At the state level, the briefing highlights legislative and budget actions concluding the 2025 California Legislative Session that will take effect in 2026 and shape the City’s ongoing responsibilities. At the federal level, the update addresses recent congressional and administrative developments, including impacts from the federal government shutdown, appropriations delays, program eligibility changes, and evolving grant and procurement requirements.
