Recommendation
That the City Council adopts the Ordinance introduced on October 28, 2025 (Attachment II) and adopts a resolution (Attachment III) appropriating $30,000 from fund 450 to establish a Sidewalk Repair Financial Hardship Program.

SUMMARY
This item entails the adoption of an Ordinance amending Chapter 7, Article 2 (Streets) of the Hayward Municipal Code clarifying the duty to maintain and repair sidewalks. The Ordinance was introduced on October 28, 2025, by Council Member Zermeño.
This item also appropriates $30,000 from fund 450 to establish a hardship program to encourage and enable low-income property owners to repair damaged sidewalks, as described in the October 28, 2025 staff report.
