That the Council Sustainability Committee (CSC) reviews and provides comments on this informational report regarding the Heat Pump Water Heater Direct Installation Program.

SUMMARY
In September 2023, City Council approved a $1.25 million expenditure plan for the Calpine Clean Energy Fund, allocating $328,000 to support the installation of electric heat pump water heaters (HPWHs) for low-income households located in census tracts near to the Russell City Energy Center (RCEC). In January 2025, staff released a Request for Proposals (RFP) to identify a qualified firm to serve as the program implementer. Larratt Bros Plumbing, Inc. (LBP) was selected and awarded the contract. Staff have been working with LBP to design the program details such as confirming eligibility, process mapping and marketing. Staff is providing this report as an update on program development and is seeking input from the Committee on further marketing approaches.
