That the Council adopts a resolution (Attachment II) authorizing the City Manager to accept and appropriate $487,981 in California Homeless Housing, Assistance and Prevention (HHAP) funding awarded to the City by Alameda County to support housing and respite services for individuals experiencing homelessness provided by the Hayward Navigation Center.

SUMMARY
Beginning in fiscal year 2022, the City has received California state Homeless Housing, Assistance and Prevention (HHAP) funding through a subrecipient agreement with Alameda County. The agreement supports the Hayward Navigation Center (HNC) and requires the City to allocate 16 beds at the HNC via the County’s Coordinated Entry System (CES). The initial agreement awarded $589,391 in funding for fiscal years 2020 through 2022. In August 2022, the contract term was extended through fiscal year 2023 with no additional funding. In November 2023, a second amendment to the agreement extended the term of the contract until June 30, 2024, and increased the awarded amount by $487,981, for a total not-to-exceed $1,077,375. All HHAP funds are intended for HNC operations.
