That the City Council adopts the attached resolution, authorizing the submittal of applications to the State of California Resources Recycling and Recovery Payment Programs and related actions.

BACKGROUND AND DISCUSSION

The California Department of Resources Recycling and Recovery (CalRecycle) administers two payment programs to eligible cities and counties. The payment programs are distributed based on population to jurisdictions that submit funding requests.

1. Beverage Container Recycling Payment Program: $10,500,000 annually with the goal of reaching and maintaining an 80% recycling rate for all California refund value beverage containers--aluminum, glass, plastic and bi-metal.

2. Used Oil Payment Program: A maximum of $11,000,000 annually for local governments to implement used oil collection/recycling programs and conduct public outreach.

Used Oil Payment Program
In 2010, the Used Oil Payment Program required a resolution from Council that authorizes the submittal of the annual application. The Hayward City Council passed Resolution 10-068, which the City submits with its annual Used Oil application. For FY 2015-16, Hayward received $42,051. In the past few years this money was spent on the following activities:
* Printing and mailing a multi-lingual brochure to single-family homes promoting curbside collection of used motor oil and filters
* Participation in a countywide media campaign that is coordinated by the Alameda County Waste Management Authority
* City staff time to manage the program
