That the Planning Commission accepts the City of Hayward 2040 General Plan Progress Report for the 2025 Calendar Year.

SUMMARY
In 2014, the Council adopted the Hayward 2040 General Plan (General Plan). The General Plan is a long-range comprehensive plan that regulates land use and activities in the City through 2040. The individual elements of this General Plan (Land Use, Mobility, Economic Development, Community Safety, Natural Resources, Hazards, Education & Lifelong Learning, Community Health, Public Facilities & Services, Environmental Justice and Housing) contain goals, policies, programs and actions that guide future development, actions and investments in the City based on a community-led vision developed during the General Plan process.
California Government Code Section 65400 et seq requires local jurisdictions to annually review the General Plan, to report progress on the programs and to provide a progress report to the State Office of Planning and Research (OPR) and State Housing and Community Development (HCD). This annual report has been prepared for review and acceptance by the Planning Commission and City Council and will be forwarded to OPR and HCD to ensure compliance with State reporting requirements.
This General Plan Annual Progress Report was prepared by the Planning Division with input from Public Works - Engineering, Transportation, Utilities & Airport, Fire, Police, Library Services, Maintenance Services, Community Services, Housing, City Clerk, and the City Manager's Office. It contains status updates related to activity conducted in the reporting year of 2025 for all Programs of the General Plan.
