SUMMARY

The Downtown Hayward Improvement Association (DHIA) was established in 2018 to administer the newly created Downtown Hayward Community Benefit District, a property-based special assessment district designed to provide services beyond what the City of Hayward currently offers. DHIA’s mission is to enhance the vibrancy, cleanliness, and economic vitality of Downtown Hayward by implementing programs and initiatives that benefit local businesses and property owners.

At the request of the City Council Economic Development Committee, Economic Development staff invited DHIA to present an update on its recent activities and discuss potential initiatives to further improve Downtown Hayward. The presentation will highlight DHIA’s core functions, recent accomplishments, ongoing initiatives and opportunities for collaboration with the City to ensure continued success. At the April 7 Regular meeting, DHIA District Manager Dominic LiMandri will present to CEDC on the following topics:

An introduction to DHIA and its role in Downtown Hayward.

                     Updates on key initiatives, including:

o                     Planters

o                     Banners

o                     Lighting

o                     Transition to in-house maintenance staff

Discussion of potential new initiatives and City partnership opportunities
