Recommendation

 

That the Council receive a presentation from the Downtown Hayward Improvement Association (DHIA) District Manager, Dominic LiMandri, who will provide an update on the DHIA activities over the last couple of years, and discuss plans for the upcoming year.

SUMMARY

 

For several years, the City worked to establish a Community Benefit District (CBD) in Downtown Hayward. On July 10, 2018, Council adopted Resolution 18-151, establishing the Downtown Hayward CBD. The District, known as the Downtown Hayward Improvement Association (DHIA), was formed and meets regularly to carry out the functions outlined in the District Management Plan. Since formation, the DHIA has been focused on allocating the DHIA budget and making decisions, based on committee recommendations, on how to prioritize those funds and support activities to enhance downtown Hayward. DHIA staff operated throughout the pandemic providing services, including sidewalk washing, trash pick-up and coordination with City staff to support business through the outdoor dining program. In addition, the DHIA has explored opportunities to enhance safety in downtown, including installation of cameras, additional lighting and deployment of private security.  Lastly, the DHIA has partnered with a public relations firm to help promote businesses and special event activities in downtown, as well as enhance the core of downtown with additional hanging flower baskets and updated banners.
