RECOMMENDATION

Recommendation

 

That the City Council review an informational report regarding the City’s award of the Metropolitan Transportation Commission (MTC) Pavement Management Technical Assistance Program (P-TAP) 2027 Grant.

SUMMARY

 

The City of Hayward received a grant from MTC for 2027 under the Pavement Management Technical Assistance Program (P-TAP) Program. As part of P-TAP, MTC offers Street Saver, a pavement management software. The City uses Street Saver to update the City Pavement Management Program (PMP) in order to stay compliant with MTC’s Certification Program and to determine streets to be included for the annual pavement repair program. Through the grant, MTC will provide a consultant to the City to update the PMP and prepare a Technical Report required by MTC. The Total Project Cost according to MTC estimates is $101,800. The grant requires a one-time Local Match (20% or $21,800), which will be from existing budget allocation in the Gas Tax Fund (Fund 210). Because the awarded funds will not be received directly by the City, no grant acceptance is required, and no additional appropriation is necessary, as sufficient funding for the local contribution is already included in the adopted Capital Improvement Program (CIP).
