RECOMMENDATION
Recommendation
That the Council Economic Development Committee participates in a driving tour of the Hesperian Boulevard retail corridor, organized and facilitated by Economic Development staff. The tour will provide an opportunity to engage directly with local business owners and to discuss opportunities and challenges along the corridor.

SUMMARY
As part of ongoing efforts to support commercial revitalization and strengthen direct engagement with the business community, Economic Development staff organized a second Retail Corridor Tour, this time focused on Hesperian Boulevard. This tour builds on the initial Tennyson Road corridor tour and continues a broader strategy of corridor-specific, on-the-ground engagement with City leadership to better inform economic development priorities.
Hesperian Boulevard is a major commercial spine within Hayward, characterized by a mix of long-standing small businesses, service uses, and redevelopment opportunities. The tour provides Council Committee members with firsthand exposure to corridor conditions and includes curated stops where the Committee can hear directly from business owners about their experiences, challenges, and future plans.
Economic Development staff coordinated with corridor stakeholders to facilitate focused discussions at each stop. Throughout the tour, staff will provide contextual briefings on market conditions, corridor dynamics, and ongoing City efforts related to business retention, reinvestment, and revitalization. Insights gathered from this tour will help inform future policy discussions, program development, and targeted interventions to support the long-term vitality of the Hesperian Boulevard corridor.
