End SUMMARY This report compares the calendar year 2024 greenhouse gas (GHG) emissions inventory with previous years and provides an overview of the progress toward the communitywide reduction targets established in the City Council adopted General Plan. As summarized in Table 1, total emissions across all sectors have been reduced by 6.8% from 2023 and by 39.9% since 2005. Transportation remains the largest contributor to community emissions, and its trends continue to shape overall results. Transportation emissions declined in 2020 during the COVID-19 pandemic and increased in 2021 as pandemic restrictions eased, but they have not returned to pre-pandemic levels. From 2021 to 2024, total emissions decreased by 6.4%, a trend that may reflect ongoing hybrid and remote work patterns.
