SUMMARY

On November 12, 2024, the City received four (4) valid proposals for the Project Plans, Specifications, and Estimates (PS&E) for the Safe Routes to School Implementation Project. The Project proposes to enhance safety and the walking and bicycling environment at 30 intersections near 12 schools in Hayward. Sanbell’s proposal ranked the highest with an average score of 87.3/100 based on criteria established in the published Request for Proposals 25-028. The negotiated cost proposal is $685,000, which includes $96,000 of contingency and optional services that will only be spent after authorization from the City.

Staff recommend awarding a PSA to Sanbell in the amount described above.
