RECOMMENDATION
Recommendation
That the City Council adopts a resolution approving the appropriation of $264,000 in Fund 213- Measure BB (Ped & Bike) for Capital Improvement Program (CIP) project nos. 06942 - High Injury Network and 06943 - Speed Management Plan to replace the General Fund contribution originally budgeted for these two projects.

SUMMARY
On October 27, 2023, the City was awarded $3,252,000 in funding from the U.S Department of Transportation Safe Streets and Roads for All (SS4A) federal grant, with a requirement of $813,000 in City matching funds to fully develop a Speed Management Plan and High Injury Network Safety Plan. The Safe Streets Hayward Plan (Project) created to administer these grant funds has the goal of improving traffic safety on A Street, B Street, and Tennyson Road, and consists of three separate CIP projects: 06942 - High Injury Network, 06943 - Speed Management Plan, and 06945 - Evaluate Alternatives to Downtown Loop.
City Council has previously adopted General Fund contribution in the amount of $264,000 towards the Project. However, due to the current budget deficit, staff has identified a non-General Fund source, Fund 213, Measure BB (Pedestrian & Bicycle), to replace the $264,000 General Fund matching to minimize impact on General Fund.
