That the Committee hears an update on County actions related to Measure W funding for homelessness and housing services.

SUMMARY
Alameda County voters passed Measure W in 2020, approving a general sales tax to fund housing and services for people experiencing homelessness. The tax has been collected since it was approved, but has not been distributed due to ongoing litigation. The litigation has concluded and the Board of Supervisors of Alameda County has directed County staff to begin the process of disbursing some Measure W funding.
The Board will meet again in July to discuss the use of additional Measure W funding. There are key decision points that the County is considering and that the City of Hayward may influence through strategic advocacy. These decisions include:
1. What percentage of the funding should be allocated to homelessness and housing services versus other County needs
2. How should funding be allocated across different strategies for addressing homelessness (e.g., prevention, intervention, and permanent housing)
3. How should the funding be disbursed (e.g., RFP or direct allocations to Cities) and what entities should administer the different strategies
Staff will share an update on the status of the funding, collect the Committee’s input on these key decisions, and seek the Committee’s guidance for approaching advocacy for Measure W funding to the City of Hayward.
