RECOMMENDATION
Recommendation
That the City Council adopts the attached resolution (Attachment I) confirming twenty-one appointments and ten reappointments to the City's Boards, Commissions, Committees, and Task Force as follows: Community Services Commission (4); Downtown Hayward Business Improvement Area Advisory Board (1); Keep Hayward Clean and Green Task Force (17); Library Commission (2); Personnel Commission (4); and Planning Commission (3).

BACKGROUND
The recruitment to fill vacancies on the City's Boards, Commissions and Task Forces was conducted from May 8 through July 15, 2015. A total of forty-eight applications were received by the deadline and forty-three City of Hayward residents and registered voters qualified to be considered for appointment.

At its July 21, 2015 Special City Council Meeting, the City Council determined a process for selecting applicants to interview to fill the vacancies. The City Council also reviewed reappointment requests and a report created by staff liaisons of the Council's appointed bodies comprising the members' attendance records, completion of mandatory training and statutory requirements, and overall performance. Eight requests were recommended for reappointment at the September 15, 2015 Council meeting.

Per the interview selection process established on July 21, 2015, Council Members individually communicated their selections (up to five applicants per body) to the City Clerk by noon on July 23, 2015. Based on this information, the City Clerk invited twenty-one individuals to interview with the City Council on July 28, 2015. A total of eighteen applicants interviewed with the City Council, which resulted in the appointments outlined in Attachment II.
