Recommendation
RECOMMENDATION
That Council adopts the attached resolution (Attachment I):

1) Increasing the Administrative Change Order amount by $203,000, from $60,000 to $263,000; and

2) Awarding the construction contract to Teichert Construction in the amount of $623,063 for the Hayward Executive Airport - Southside New Access Road project.

BACKGROUND

On July 7, 2015, Council approved the plans and specifications for the Hayward Executive Airport - Southside New Access Road project and called for bids to be received on August 4, 2015. The project will provide access to Meridian Aviation's new facilities, as well as potential future developments on the southside of the Airport.

DISCUSSION

This project will construct a forty-foot wide public access roadway approximately 500 feet in length from West Winton Avenue to the limit of Meridian's lease boundary. The new roadway will consist of two vehicular travel lanes with a bike lane, curb and gutter on both sides. A four-foot wide concrete sidewalk will be constructed on the east side of the roadway. The project will also install new LED street lights, curb ramps, and new storm drain facilities. The portion of the road inside the Meridian leasehold will be constructed and paid for by Meridian. Meridian will also be responsible for the installation of water, sanitary sewer, utilities, and joint trench for gas, electric, and telecommunications that will serve their leasehold. All utility installations will be completed prior to the completion of the City's roadway construction.
