Authorize the City Manager to Accept Sub-Recipient Grant Funding in the Total Amount of $876,875.29 to be Received in Increments over Five Years from California State University East Bay for Services to be Performed by the City of Hayward in Relation to the South Hayward Promise Neighborhood Grant Award
RECOMMENDATION
That Council approves the attached resolution (Attachment II) authorizing the City Manager to accept a total $876,875.29 in sub-recipient grant funding from California State University East Bay (CSUEB), to be distributed to the City in increments over five years for services to be performed by the City of Hayward in relation to the South Hayward Promise Neighborhood grant awarded to CSUEB by the U.S. Department of Education. Per the requirements of the grant award, the City will commit to tracking and reporting to CSUEB an equal or greater amount of in-kind matching City resources, delivered in the form of staff time and effort only, with no direct or cash match funding commitment from the City, to assist CSUEB to meet its overall grant matching requirements.
SUMMARY
Council was notified on February 27, 20181 that CSUEB was awarded the South Hayward Promise Neighborhood grant by the U.S. Department of Education and will receive a total of $29.28 million over five years, or approximately $5.96 million per year starting in Calendar Year (CY) 2018 and ending in CY 2022. The City of Hayward is named as a sub-recipient partner in the grant and is eligible to receive a total $876,875.29 in sub-recipient grant funds (approximately 3% of the total grant award) from CSUEB over the course of the five-year grant. This report provides a brief overview of the grant requirements and requests that Council authorize the City Manager to accept the sub-recipient grant award.
