SUMMARY

 

Housing is a basic need.  Yet, the provision of housing has been a function of the private and charitable sector.  Historically, government intervention in the provision of housing has resulted from the need for labor, a need to create jobs, or to stimulate the economy.  Only more recently, has housing affordability been a concern of the public sector.  While Hayward has had a Residential Rent Stabilization Program for almost 40 years and invested in over 1,300 units of affordable rental and ownership housing, the disproportionate increase in housing cost compared to incomes has caused Hayward to increase its attention to housing affordability.  Over the last two years, Council has approved a number of measures intended to produce, preserve or protect affordable housing.
