RECOMMENDATION

Recommendation

 

That the City Council adopts the attached resolution appropriating $509,000 from the General Fund to initiate the Hayward Regional Shoreline Master Plan Grant.

SUMMARY

 

On May 11, 2018, the California Department of Transportation (Caltrans) awarded HASPA an Adaptation Planning Grant of $509,000 to fund the development of the Hayward Regional Shoreline Master Plan (“the Plan”). In order to complete the Plan, the City executed an agreement with SCAPE Landscape Architecture DPC to collaborate with HASPA to plan, draft, and complete the Plan.

 

The Adaptation Planning Grant is a restricted funds grant in which the Agency (HASPA) must first pay for allowable costs and submit quarterly reports for eligibility for reimbursement from Caltrans.

 

Staff requests that Council appropriate $509,000 from the General Fund to the HASPA fund to cover the initial costs related to the grant.  These funds will be repaid based on the Caltrans reimbursement schedule.
