RECOMMENDATION

Recommendation

 

That the City Council approves the Conditional Use Permit application for the proposed cannabis retail dispensary based on the analysis set forth in this report and the findings and conditions of approval in the attached Resolution (Attachment II).

SUMMARY

 

Hayward Station is seeking Conditional Use Permit approval to establish a boutique, cannabis retail dispensary within a vacant, dilapidated historic building in Downtown Hayward. The proposed retail dispensary would provide cannabis and cannabis-related products to the members of the public that are 21 years and older for recreational use, and 18 years and older for medical use. The proposed project includes a security plan, odor control plan and would include improvements to the retail tenant space as well as the adjacent parking lot.

 

Activation of the space with a retail use and proposed façade and site improvements would energize the B Street commercial corridor, provided that the applicant treats the storefront appropriately, as conditioned.
