That Council adopts a Resolution (Attachment II) ratifying the Proclamation of Local Emergency made on March 11, 2020 by the City Manager in her capacity as Director of Emergency Services.

SUMMARY
On March 11, 2020, the City Manager, in her capacity as Director of Emergency Services, proclaimed a local emergency due to the ongoing spread of a severe acute respiratory illness in Alameda County caused by a novel coronavirus (Covid-19). This report requests that the City Council approve a resolution ratifying the Proclamation of a Local Emergency (Attachment III), which empowers the Director of Emergency Services to make and issue rules and regulations on matters reasonably related to the protection of life and property as affected by such local emergency.
